Opportunity Information: Apply for USDA NRCS MO 19 01

The FY19 Workshops/Projects Announcement (Opportunity Number: USDA NRCS MO 19 01) is a discretionary funding opportunity from the U.S. Department of Agriculture's Natural Resources Conservation Service (NRCS), specifically through the Missouri State Office. The main purpose is to partner with conservation-oriented organizations to increase public awareness of, and participation in, Farm Bill conservation efforts in Missouri. Rather than funding research, NRCS is looking for practical, education- and implementation-focused projects that help Missouri producers, private landowners, conservation groups, cooperating agencies, and the general public better understand and use Farm Bill conservation programs and practices.

Funded projects are expected to center on conservation outreach, education, and training activities. Examples that fit the intent of the announcement include workshops, conferences, demonstrations, and other training events that encourage adoption of conservation practices and help people navigate and implement Farm Bill-related conservation activities. NRCS emphasizes that proposals should be Missouri-based and directly tied to Farm Bill conservation. Collaborative efforts are strongly encouraged, especially those that provide tangible, on-the-ground support to Missouri NRCS Field Offices, meaning projects that complement field office delivery of conservation assistance and help expand the reach and effectiveness of NRCS programs at the local level.

Eligibility is broad but defined: proposals are invited from Federally recognized Indian Tribal Organizations, state governments, local governments, nonprofit or nongovernmental organizations, and institutions of higher education. Awards may be made as either grants or cooperative agreements, and projects can be structured as single-year or multi-year efforts lasting from 1 to 5 years. The funding is associated with CFDA numbers 10.902 and 10.912, and the announcement indicates an award ceiling of $200,000, with an expectation of up to 15 awards, depending on rankings and available funds.

The application window opened February 8, 2019 and closed at 5:00 pm CST on April 15, 2019. Applicants were required to submit through Grants.gov and also email their proposal to the NRCS point of contact, Jessica Phillips, at Jessica.Phillips@usda.gov. Support for submission questions was provided via phone at 573-876-0912. After submission, NRCS screens proposals for completeness and compliance; incomplete or noncompliant applications are removed from consideration and applicants are notified. Eligible, compliant proposals are then placed on a ranked list for FY2019 funding consideration, and final decisions are made by the NRCS Missouri State Conservationist, guided by the ranking results and the availability of funding. The Missouri State Conservationist also reserves the right not to fund any or all applications, even if they are eligible.
